The New Proposals
Let’s analyse this fantasy/plan of the FA and apply it to the reality of English football.
Currently the home grown rules relating to clubs in England state that each squad of 25 must have a minimum of 8 home grown players, home grown meaning that a player must have been registered with any home nations club for at least 3 years by the time they reach the age of 21.

The new proposals will lower the age by which the player has been 3 years at a home nations club to 18 from 21, meaning the player would have to be registered by the time they reach the age of 15.
Also proposed is an increase in the number of home grown players in a 25 man squad from a minimum of 8 to 12.
The final part of the proposal is that at least 2 of the home grown players must actually be club trained, meaning the 2 players must have been registered at that particular club as per the above rules.
All of these new regulations would be phased in over a 4 year period from the start of the 2016/17 season and be fully in place by the beginning of the 2019/20 season.
