Chelsea FC are confident that they will not be struck with sanctions after some reportedly illegitimate behaviour regarding Bertrand Traore.
A week or so after both Real Madrid and neighbours Atletico Madrid were struck with transfer embargos, Chelsea have been put under the spotlight. Bertrand Traore was fielded in a Blues game while under the age of 18, apparently breaking FIFA rules regarding the movement of international youngsters.
The forward took part in a U18 friendly against Arsenal at the age of 16, although Chelsea maintain that they had the sufficient authority to do so. Traore officially signed in January 2014, shortly after his 18th birthday, and the Guardian reports that a supposed ‘option agreement’ meant that the player was allowed to take part in the friendlies.
"“Bertrand Traoré was registered by Chelsea in January 2014 in compliance with FA and Premier League Rules,” said a Chelsea spokesman. “Prior to that date, he was party to an option agreement which enabled the club to acquire his registration in January 2014. The option agreement was registered with, and approved by, both the FA and the Premier League.”"

FIFA have been delving deeper into the world of youth football and have made some bold decisions in recent times. Barcelona were struck with a ban in 2014 for breaking the same rules. The club tried to appeal their 14-month ban, but the game’s administrators refused to budge. Both Madrid sides, meanwhile, are preparing their respective cases as they look to break free of their punishments.
Chelsea are yet to be officially put under investigation, though, with a FIFA representative refusing to substantially comment on the reports.
"“We are not in a position to comment on any investigations that are ongoing so as not to compromise the process, nor do we provide any comments as to whether or not any investigations are under way.”"

This is not the news that the Blues want at the moment. This awful campaign has done little but show the extent to which the squad has gone stale. Fans were hoping for a few arrivals this month (which has not happened as yet) but are expecting much activity over the summer.
With a new manager coming in, it is essential that he is able to bring in players who fit into his desired system while clearing out some dead weight. The imposition of sanctions would raise the prospect of Chelsea floundering once again next season.
Should FIFA take any action in the coming months, the Blues may be able to delay its implementation by appealing. However, it is ridiculous that the club finds itself in such a situation. Rules are rules and as corrupt a body that FIFA is, there is no reason to give them a chance to press charges.
