Chelsea will not be given a secret advantage in regards to the national team

Sorry Spurs, this is simply not happening. Holland is not going to go back to Chelsea and report on anyone’s injuries or vices. He is not going to go to England and suggest a Chelsea player to play if they are nowhere near as good as the alternative. There is an understanding between Chelsea and England that Holland must remain impartial to both. That is also why he will not be juggling the two indefinitely.

He will likely favor that which he knows: former youth team players and Chelsea players. But to suggest he will do anything to undermine other clubs is a level of corruption that England would be very interested in avoiding after Allardyce.

If there was even a hint of possibility of double dealing, the FA would have told Southgate to find a different assistant. Since Spurs are also the only ones with an issue, it is safe to say that Holland will remain impartial. He will do his best for Chelsea while at Chelsea, and his best for the national team while at the national team.
