The majority of the Chelsea roster is settled now that preseason has finished. But the Blues still have a lot of loans and sales to make yet.
Chelsea, like every other Premier League club, needs to submit their 25 man roster in short order. 17 of those 25 can be non-homegrown players and under 21 players do not count against the roster. Champions League rosters are similar, but the main difference is that Christian Pulisic would count as non homegrown rather than under 21 in the Champions League.
As such, Chelsea still has a few more players to move in the transfer market. In addition, so previous loan army players are still around who are probably going back out on loan (if not sold permanently). The Blues still have a lot of work to do yet.
The first decision Chelsea will need to make is whether or not they want the same squad for the Champions League and the Premier League. If they do, then the Blues can only fit in one of Kenedy Davide Zappacosta, Tiemoue Bakayoko, or Danny Drinkwater. The latter two are the two most linked to moves currently.
Bakayoko has been linked to a loan to Galatasaray after failing to impress this preseason. Drinkwater has the benefit of being homegrown, but there really is little need (or desire) to fit him into the 25 man roster. Someone will need to be willing to pay his wages however.
Both Kenedy and Zappacosta could stay, but one would be left off of the Champions League roster. If Chelsea has to pick between the two, Zappacosta may be the better option in the short term. Reece James is still recovering from injury and even when he is fit enough to play, he will be a ways off of match fitness. It may be beneficial to hold on to Zappacosta as the transition occurs.
On the loan army front, Chelsea currently only has 15 players out and about. That is a significant decrease from other years but the size of it could go up yet. Both Drinkwater and Bakayoko may have to settle for loans at this point for instance. Fikayo Tomori has been linked to a move for a while now but it has yet to come to fruition.
Jamal Blackman, Trevoh Chalobah, Jacob Maddox, and Izzy Brown are a few names that had been on loan but are currently still at Chelsea. Others like Michael Hector, Kenneth Omeruo, Lucas Piazon, and Baba Rahman can be expected to be sold after stints in the loan army but there are few rumors around their movements.
The English window closes shortly so if any of these players are heading to the Premier League, it needs to be soon. There is more leeway for lower English leagues and abroad but the window is closing. Chelsea has little need for these players now and for many, little need for them in the future either. They can be expected to move but Chelsea needs to start getting these balls rolling.
Frank Lampard (roughly) knows his 25 man team. Now it is up to the board to clear out the leftovers.
